use api docs

basically must haves are only tag name and name. flags and release notes are nice to have but optional.

on a second thought, need to figure out two flows: when the tag already exists and when it's not.

upd. apparently need to return release id (so, #4 has something to work with).

for now it just fails if the tag exists. forcing is a whole different story: do you drop it, do you move it, what happens to the release at that point. too complicated for now.
